History – The World Wide Web Virtual Library was created and conceived by Tim Berners-Lee, but the man one who expanded, organized and managed it for several years was Arthur Secret. By late 1997 there were already a lot of individual virtual libraries found all over the World Wide Web. The maintainers of these virtual libraries opted to elect a council headed by Gerard Manning. The council oversaw the creation of its Constitution and Bylaws. The constitution was voted on by ballot on August 7, 2000. Worth mentioning also is the contribution of the late Bertrand Ibrahim who was a key contributor in the world wide web Virtual Library’s pre-association phase.
The World Wide Web Virtual Library’s Council states its general purpose as – service to the public being a non profit organization and the maintainers must understand that they will be given no monetary compensation for their efforts in maintaining the World Wide Web Virtual Library and that they can only work for public appreciation when they provide an excellent job. The council also states that the maintainers must have a certain degree of expertise on the category that they are working on.
